Talon forces

Talon is comprised of a variety of individuals, each with their own goals and ideas.[2] It is under the leadership of an ever-shifting council, which has resulted in its goals shifting over time. Talon itself is composed of a decentralized coalition of global criminal and terrorist groups, with significant paramilitary and scientific factions.[3] Under the leadership of Akande Ogundimu, its manifesto was that humanity is made stronger through conflict. Consequently, Talon sought to sow turmoil across the globe to strengthen the human race.[4]Now under the new leadership of Marzia Bartalotti, Talon's aim "is to do away with those who would leave the world to stagnate."[5]

Repeatedly, Talon has demonstrated disregard for the standard rules of engagement, attacking both military and civilian targets with impunity.[6][7] It has orbital surveillance capabilities.[8]

After joining Talon, Reaper noted that its members lacked the camaraderie he'd seen in Overwatch. In Talon, there is no pretense of harmony among its members. Ultimately, the group is a means to an end for its members, who pursue their own agendas.[9]

Talon operatives have a high rate of injury in the field.[10]

Through Marzia Bartalotti's leadership, they are allied with the Hashimoto clan in Japan, as well as the Deadlock Rebels in the American Southwest.[11]

History

Early History

At first, the missions were what I expected. Simply mercenary interventions—mostly rescues. But I didn't ask enough questions. In time, it became clear: Talon was not working to end the conflicts. They were creating them. Profiting from them.

Talon was founded sometime before the Omnic Crisis. It operated under the radar of most regulatory agencies. During the Crisis, Talon was a shadow organization with friends in high places.[3]

By the time period after the Omnic Crisis, Talon was facing internal power struggles, though was still committed to its goal of strengthening humanity through conflict.[4] The aftermath of the war left Talon in a position poised to profit from the chaos they had induced.[12] In this period, Talon's public face was that of a well paid mercenary group that took on security missions that were sanctioned by official organizations or corporations. This made it easier for them to get new recruits who were ignorant of Talon's true nature.[13] Mostly, Talon conducted rescue operations. In truth, they were profiting from the very conflicts they had created.[14] Talon was able to attract individuals who were seeking better pay or resources. This included individuals who failed to achieve a place in Overwatch due to the organization's strict recruitment standards. It was also able to recruit scientists to its ranks; people who had been barred from practiced, stripped of their licenses, and spurned from their fields of study for crossing ethical boundaries.[3]

Talon's area of operations in this period was focused in western Europe, and its activities at this time included arms trafficking, smuggling, illegal substances trade, and assassination.[15] It engaged in war profiteering, installed puppet governments, and engaged in election fraud, supporting corporate power grabs and more.[3] Overwatch carried out operations against Talon, spearheaded by Gérard Lacroix.[16] Blackwatch was able to procure some information on Talon's inner members, and the status of its paramilitary forces.[15] However, Talon's members were skilled at evading justice, operating via shell companies or in the jurisdiction of governments who'd come under their sway. This made it difficult for Overwatch to engage Talon openly, or indeed, take action against Talon at all, for unlike Talon, Overwatch had to operate within its mandate as a global peacekeeping force. Overwatch's ability to take action against Talon was further stymied in that in the world that had emerged after the Omnic Crisis, Talon was but one of many enemies Overwatch had to contend with, meaning the organization was spread thin.[3]

Talon gained a new recruit in the form of Akande Ogundimu, whose Social Darwinist philosophy aligned with Talon's. Talon saw great potential in Ogundimu, with his intelligence and ability to inspire as a commander. Ogundimu killed his mentor, Akinjide Adeyemi, and took on the moniker of Doomfist.[4] Talon welcomed the new Doomfist, appreciating his tactical prowess. He would lead Talon's military arm, and direct actions that required more subterfuge. Over time, the rest of Talon fell in line.[17] With the benefit of hindsight, the Zurich Archive concluded that Ogundimu was ultimately the individual that was responsible for making Talon the global threat it would become.[3]

As the new Doomfist, Ogundimu rose high in Talon and helped to orchestrate a conflict that the organization hoped would someday engulf the world.[4] Prior to his seizure of power, Talon had been an amorphous force, run by self-interested individuals seeking power rather than following any coherent philosophy.[3] Under his leadership, Talon underwent a transformation to become not just a ubiquitous shadow presence, but a private military organization as well. While a difficult balancing act, Doomfist made sure that Talon could always influence, obfuscate, or terminate anyone who got too close to the truth.[17]

As Ogundimu rose through the ranks, Talon's leaders began to get sloppy as the organization's hierarchy was disrupted.[18] The leadership in question tolerated Ogundimu. Regardless as to whether they agreed with his Darwinist ideals or not, his actions would spread chaos around the globe, which would make it easier for Talon to conduct its operations. For his own part, Ogundimu concluded that the biggest obstacle to Talon's goals was Overwatch, and he used every means at his disposal to weaken the group. Ogundimu's rise was noted by Blackwatch, but they couldn't imagine at the time what threat he would come to represent.[3]

Ogundimu also differed from his predecessors in another regard. Talon had had leaders before him, but they'd been content to remain in the shadows. Ogundimu however, operated in the open as the new Doomfist, striking terror into the hearts of the world's populace.[3]

Retribution

Eight years before the Recall, Overwatch was well and truly committed to stamping out Talon. Talon, for its part, wasn't going quietly, and struck against Overwatch targets across the globe. Under the orders of Antonio Bartalotti, one such attack was launched on Overwatch's Oslo facilities.[7] At the time, Overwatch had been interfering with Antonio's illegal arms smuggling, so he struck back at Overwatch as a show of force.[3]

Not long afterwards, a Talon agent infiltrated the Blackwatch facility in Rome, where a meeting was being held by Overwatch members Gérard Lacroix, Gabriel Reyes, and Jesse McCree. The agent planted a bomb in the facility, and the resulting blast leveled the structure. Reyes, McCree, and Lacroix (albiet heavily injured) survived, but many of the base's staff didn't. In response, a Blackwatch team was sent to Antonio's manor in Venice.[7] It resulted in the death of Antonio.[15] Numerous Talon soldiers were dispatched, but the Blackwatch agents were able to fight their way out of the manor.[19] Antonio's place on Talon's inner council passed to his right hand, Augusto Vialli.[20]

After the Venice Incident, Lacroix wondered if Talon had moles embedded in Overwatch's command structure, given that they appeared to have knowledge of Blackwatch's inner workings.[3]

Storm Rising

Overwatch turned its attention to Talon's financial handler, Maximilien, knowing that he'd be likelier to negotiate. They launched an operation in Havana to retrieve him. Despite the efforts of the Talon soldiers in his convoy, Maximilien was captured.[18] He told Overwatch that Doomfist would be in Singapore in three weeks, leading to Doomfist's arrest, and in exchange requested that Overwatch not tell Doomfist of his betrayal.[21] With Doomfist locked away, the public breathed a collective sigh of relief. Many believed that with their leader behind bars, Talon would fade away. However, they were mistaken—like any other organization, a new leader would inevitably come to lead Talon.[3]

The leader in question was Augusto Vialli, who began to steer Talon into a more profit-orientated direction.[22] However, after being apprehended, Doomfist conversed with Blackwatch agent Gabriel Reyes, planting the seeds of doubt that would eventually result in Reyes joining Talon. Even incarcerated, Doomfist was able to maintain influence in Talon,[9] though Vialli apparently remained in control.[22] According to Marzia Bartalotti, under Vialli's reign, Talon's council "ate itself alive," and brought the organization to ruin.[20] It was the opinion of the Zurich Archive that while Vialli's vision for Talon was "quieter," it was still a vision nonetheless.[3]

Assassinating Lacroix

Talon made several attempts to assassinate Overwatch member Gerard Lacroix, but failed.[16] Sometime after the Venice Incident, in retalliation for Blackwatch's attack,[3] they settled on a different approach by kidnapping Lacroix's wife, and subjecting her to neural conditioning. Overwatch agents eventually recovered her, but she ended up killing her husband in his sleep two weeks later.[16] Lacroix's death marked the end of Blackwatch in all but name.[3]

Legacy

At some point afterwards, Overwatch launched an operation to rescue a number of scientists who had been kidnapped by Talon, held hostage in an urban area in Poland. The scientists were successfully extracted, with both sides losing agents in the firefight.[23]

Power Vacuum

By the time of Overwatch's end, Talon was regarded as the single largest threat to global peace. By this point, they were responsible for the deaths of various senior ranking members, had bombed numerous facilities, caused unprecedented loss of life and resources, and were openly kidnapping and assassinating scientific and military staff across the globe. People were left to wonder how Talon had risen to become such a threat so quickly.[3] When Overwatch disbanded, Talon was able to increase its strength, due to the resulting power vacuum.[24]

One year after Overwatch disbanded, at Doomfist's command, Talon launched an operation to retrieve Dr. Siebren de Kuiper from a black site within the United States. The operation was headed by Reaper, working alongside Sombra. The operation was carried in sync with a second Talon squad led by Widowmaker, the plan being that Reaper and Sombra clear a path, while Widowmaker handled extraction.

Reaper and Sombra fought their way into the base's quantum chamber, where they encountered de Kuiper, who was subsequently retrieved by Widowmaker and her squad.[9] du Kuiper was dubbed "Sigma" and ended up working for Talon, unaware that he was being used.[25]

Four years before the Overwatch recall, Talon conducted an operation in Monte Cristi. Under the command of Captain Cuerva, they moved to move in on Daniel Fernández of the Playa Cartel, who had been encroaching on Talon's territory. While they were able to successfully locate Fernández's hideout, Fernández himself wasn't there. Cuerva ordered the team to tear the town apart until they located the target. To that end, the Talon soldiers went from house to house, screaming for people to come out, and only finding terrified civilians. Events escalated even further with the arrival of a Talon aircraft that opened fire on the town, reducing it to burning rubble and inflicting numerous civilian casualties. While medic Jean-Baptiste Augustin protested, Cuerva said that they "had to set an example" to the people if they refused to hand over Fernández. As the carnage continued, the Talon soldiers started to loot the town.[1]

At some point after Overwatch's disbandment, Talon operatives raided a hypertrain on its way to Houston. Jesse McCree, who was on the train at the time, noted that their method of insertion appeared to be taken from the tactics used by Blackwatch. Regardless, McCree eliminated every Talon operative that made its way onto the train, but dumped their target off the train so that Talon would get what they came for and stop putting civilian lives in danger.[6]

Alive

At King's Row, Widowmaker was assigned to assassinate Shambali leader Tekhartha Mondatta. Despite running into resistance from security forces and Tracer, Widowmaker successfully eliminated her target. She was subsequently picked up in a Talon aircraft.[26] Talon's involvement remained unknown within the press,[27] and his assassination set off a wave of human-omnic violence across the world.[28]

Recall

Days after Mondatta's assassination,[29] Talon operatives accompanied by Reaper entered Watchpoint: Gibraltar to retrieve a list of all Overwatch operatives. They encountered resistance from Winston, but were able to incapacitate him long enough for Reaper to gain access to the Overwatch agents database. However, Winston was able to overpower the operatives and defeat Reaper before proceeding to interrupt the hack. As a result of the (apparently) failed operation, Winston initiated the Overwatch recall, bringing all former agents back onto active duty.[30] In truth, Reaper was able to download some of the database, and eliminated a number of Overwatch agents as a result.[22]

What You Left Behind

Since the recall, Talon has put an alarming number of agents in the field. Hunting former Overwatch operatives. There's word that the old Watchpoint Gibraltar facility was attacked and agents' information was stolen...Whatever Talon is up to, they don't want Overwatch coming back.

Despite Talon's apparent failure at Gibraltar, Winston's recall action partly worked in their favor. The recall was sent to former Overwatch agents, and because Talon employed a number of ex-Overwatch members, they had access to the data.[1] Furthermore, there were rumors that Reaper had actually succeeded in retrieving some of the agents' data. Whatever the truth of the matter, Talon deployed a number of its own agents into the field, determined to prevent Overwatch from reforming.[31]

One former Overwatch member who received the recall order was Vernand Sainclair. Two days after the recall, Mauga, Trung Le Nguyen, and Baptiste infiltrated his mansion, to collect on the money he owed Talon. Since his information on the recall order was redundant, they had no reason to keep him alive. However, Baptiste was able to save him and escape his handlers.[1]

Day at the Museum

Talon agents Reaper and Widowmaker attempted to retrieve Doomfist's gauntlet from the Overwatch Museum in New York. However, they were thwarted by Overwatch agents Tracer and Winston.[3]

Talon tried to steal artifacts unearthed in Ilios. Athena brought in Overwatch agents to protect the relics.[32] Talon plundered the site with reckless abandon, until archeologist Sloan Cameron forced them to retreat.[33]

The Temple of Anubis

Lead by Reaper, Talon forces attacked the Temple of Anubis in Egypt. Their troops engaged in a firefight with Helix Security International forces, causing collateral damage and civilian casualties. However, in addition to battling the HSI forces, Talon also had to contend with former Overwatch members Jack Morrison and Ana Amari.[34]

Volskaya Industries

Vialli dispatched Reaper, Widowmaker, and Sombra to Volskaya Industries in an attempt to assassinate its CEO, Katya Volskaya, as he was tired of how intractable she was.[22] Sombra was able to deactivate the site's security, giving Reaper and Widowmaker access to the base. Widowmaker lined up her shot, but an alarm sounded, alerting security, and sending Katya to her panic room. Widowmaker and Reaper failed to take her out, and Sombra engaged in pursuit. She reached Katya, but made her own deal, revealing that she had been the one to set off the alarm. Leaving the safe room, she reported that Katya had escaped. The operatives returned to their ship.[35]

After the failed Russian operation,[22] Talon agent Reaper assaulted a maximum security prison to rescue Doomfist, a member of the Talon inner council and former mastermind of a plot to sow chaos across the globe that was cut short years before by Winston, Tracer, and Genji.[4] The relative ease of the operation led some to believe that Talon had moles within Helix Security International. It would be three months before news of the incident became public.[36] Doomfist's return wasn't greeted well by Vialli, who sent his men to assassinate him in Monaco. The attempt failed, and Doomfist, Sombra, Reaper, and Widowmaker headed for Venice. The three agents eliminated Vialli's men, while Doomfist met with Vialli himself. Vialli's profit-orientated goals differed from Doomfist's Darwinian ideology, and Doomfist killed Vialli. Alongside Reaper, he met with what remained of Talon's inner council, declaring his intent to start a war.[22]

Numbani

Doomfist carried out a reign of terror against Numbani, seeking to sow chaos between the humans and omnics living there—to "bring out its best" through "a little chaos." Their first attack was at Numbani Airport, carried out by Doomfist singlehandedly, where he destroyed numerous OR15 robots before retreating. The airport's security cameras were compromised moments before the attack, likely by Sombra. The attack caused the city's planned Unity Day celebration to be postponed.

Sombra caused further tensions in Numbani by hacking into the city's omnic population, causing them to malfunction, and further divide the populace. Later, Doomfist carried out Talon's second attack, destroying a statue of Gabrielle Adawe at Peace Park. He gave a speech, denouncing Numbani's ideals of unity, that its acceptance of omnics into everyday life had made its people weak. The people of the city, and he was their shepherd, intent on keeping the wolves at bay. Whatever the truth of his beliefs, it was clear that his intent was to spread fear and discord throughout Numbani, then Africa, then the world.

The third attack was against the Numbani Heritage Museum. Doomfist led the attack himself, backed up by Talon agents. The attack was foiled by Orisa. With the sound of approaching sirens, Doomfist and his lieutenants made a retreat.

The fourth and final attack was on Numbani's Unity Day celebration. However, they were repelled by Lúcio Correia dos Santos and Orisa. With this defeat, things started to calm down in Numbani. The omnics who had been affected by Talon's hacking were cured.[28]

Cairo

This is a dangerous time. We are Cairo's line of defense. And that line is challenged every day. Just days ago, there was a running Talon attack in a marketplace--bigger than anything we'd seen before. They were chasing some unlucky target. My Helix squad tracked the Talon agents to their warehouses. But even this success will do little to dent their operation. I wonder who they were after...

Talon remained present in Egypt after their Temple of Anubis attack. A Talon cell operated inside the city with impunity. Over a period of months, HSI carried out a series of operations against Talon, all of which ended in failure. In truth, the cell was tracking Baptiste.[37] However, they also ended up attempting to assassinate Ana Amari and Cole Cassidy in a marketplace. The pair were able to fight their way out of the ambush.[31]

HSI was able to track the Talon cell, and days after the marketplace skirmish, they tracked the Talon agents to their warehouses, burning them to the ground. However, Pharah reflected that this would do little to dent Talon's operation. Later, the Talon forces attacked Pharah, Ana, and Cassidy, as part of a planned ambush. Pharah called in HSI reinforcements, but they were intercepted en route. In the ensuing firefight, Pharah unleashed a missile barrage, wiping out the Talon cell.[37]

Talon continued to pursue Baptiste. A hit squad entered a train station in Bucharest, hunting him. However, working together with Cole Cassidy, the pair were able to escape the train station, killing or incapacitating the Talon troopers.[14]

Mongolia

At some point after Bucharest, Cassidy and Zarya "appropriated" a MV-261 Orca from a Talon base in Mongolia.[38]

Command Ship Retrieval

After Null Sector's failed attack on Gothenburg, the command ship that had led the attack crashed into the sea before making it back to base. Doomfist assigned Reaper, Sombra, and Mauga to retrieve the ship's power relay data, in order to aid the development of a device Talon was working on. Less than 100% of the data was retrieved, but instead, the power relay itself was obtained. The command carrier was completely destroyed, leaving no witnesses.[8]

Reign of Talon

Doomfist had a hologram meeting with Reaper, Sombra, Max, Widowmaker, Mauga, and Moira to discuss the matter of dealing with Vendetta due to her yearly activities. She later entered the room herself and engaged Doomfist in combat, ultimately severing his right arm and Doom Gauntlet, defeating him while the other Talon members watched. After throwing him out the window to his presumed death, she declared herself the organization's new leader, for she will bring Talon out of the shadows and make the rest of the world kneel before them.[39]

Vengeance Comes

Vendetta convened the Talon council to discuss her revamping of the organization, with Domina providing Vishkar hard light shielding for Talon troopers and Vendetta's gladiators. Moira questioned who was to lead their forces to infiltrate Grand Mesa, pointing out that Reaper, Sombra and Widowmaker had deserted the organization in response to Vendetta's hostile takeover. At that moment, they were joined by Freja and Emre, the former having a plan to infiltrate Watchpoint: Grand Mesa. Vendetta had enlisted Ashe and the Deadlock Rebels to provide a diversion.[11]

Afterwards, Vendetta contacted the Hashimoto clan in Tokyo. Their leaders expressed their gratitude for providing Talon troopers for their operations, but Vendetta threatened to rescind her support if their bladesmith failed to meet their quota by the deadline.[11]

Next, Vendetta assigned Mauga on a diplomatic mission to Junkertown to negotiate a deal with the Junker Queen. Although Moira expressed skepticism on Mauga being assigned a diplomatic mission, Vendetta assured that the Junkers respected strength and power more than words and was confident that if the Junkers proved more of a threat than ally, he would most certainly keep them in line.[11]

For their last order of business, Vendetta declared they had to deal with Overwatch. Maximilien opines that the International Justice Commission was likely to disband the organization once again with Null Sector's retreat and questioned why bother when the world governments could do their job for them. Furiously slamming her fists on the table, Vendetta criticized him for his lack of vision, reminding that when Overwatch was originally disbanded, Talon had failed to take advantage and seize the world at its most vulnerable. Instead, Doomfist's alliance with Null Sector had inspired Overwatch to reform. And despite their enemy being a shadow of their former power, Doomfist narrow-mindedly pick off agents one-by-one instead of delivering a decisive blow. When Maximilien asked when she intended to strike, Vendetta confidently revealed that she already sent a fleet to attack Watchpoint: Gibraltar. The council then watched footage of the attack, some reacting with awe, others reacting with horror.[11]

Conquest

Calling all agents: Gibraltar is under attack by Talon! An entire fleet's assaulting the watchpoint, and they're hitting us with everything in their arsenal. Our defense systems are giving them trouble, but they won't hold for long. Talon isn't here for a quiet infiltration: they're attacking with a vengeance. We have a lot of unknowns right now. Who's leading the charge? What's their objective? And...why?

Talon launched a full scale assault on Gibraltar. The watchpoint's automated defenses kept Talon at bay for a time, but could not hold out indefinitely. Overwatch personnel on site mustered to the base's defense.[5] It wasn't long before Anran and Wuyang Ye arrived on site and aided Overwatch to repel Talon's invading forces. Gibraltar was heavily damaged in the ensuing attack but Talon would ultimately emerge successful in overwhelming Overwatch's defenses and seizing control of the base in the end forcing them to make a tactical retreat and abandon Gibraltar altogether.[40][41]

In the aftermath of their attack on Gibraltar, Talon began attacking research facilities, military bases, and major cities across the globe.[42]

Summit

The Deadlock Gang's assault on our weapons locker was just a diversion. While my team was taking care of them, the real heist happened here, in the Naughton Vault.

Talon attacked Watchpoint: Grand Mesa with the assistance of the Deadlock Gang. HSI and Overwatch fought against the attackers.[43] Talon agents Freja Skov and Emre Sarioğlu managed to escape with a briefcase from the watchpoint's Naughton Vault which contains the experimental serum for the Enhancement Program.[44]

Progress

Following from the mission's success, Vendetta had tasked Moira to begin Project Chimera, to improve the serum's composition to make Vendetta and her gladiators unstoppable.[45]

Paramilitary Forces

Talon has employed a variety of paramilitary forces. However, it does not adhere to a basic military structure.[9] During the period of Overwatch's activities, Talon's forces included heavily armored soldiers with specialist roles.[15] In the modern day, Talon has utilized more lightly armored soldiers, with a lack of heavy armor or armament,[46] though retain access to the more heavily armored soldiers as well.[34]
